Liverpool City Council Tree Requirements

Council approval is generally required before removing or pruning a Protected Tree in Liverpool, unless a specific exemption applies. Reports must be prepared by a suitably qualified Consultant Arborist. Liverpool's Tree Policy states Council will only accept a Tree Report prepared by a Consultant Arborist, defined as a professional holding an AQF Level 5, Diploma of Horticulture (Arboriculture).

  • What is a Protected Tree?Under Liverpool City Council's Tree Policy (adopted 10 December 2024), a tree is a woody perennial plant greater than 5 metres tall, with a trunk diameter of at least 140mm measured 1.4 metres above ground, or with a canopy spread greater than 4 metres. Any one of these thresholds is enough to qualify.
  • Private land and public landA Protected Tree is a tree meeting that definition on private land, unless it is listed as an exempt species, or any tree at all on public land, irrespective of size or species.
  • Trees near a dwellingCouncil will consider a Tree Permit for removal where the main trunk or stem is within three metres of an approved dwelling, garage or in-ground pool. This is a factor Council will consider, not an automatic exemption.
  • Replacement plantingLiverpool's Tree Policy establishes a minimum 3:1 replacement objective for removed Protected Trees, where feasible, using appropriate pot sizes.

How We Help

For tree removal and pruning: assess, report, approval, tree work. For development: assess, report, protect, certify.

01

Assess

An AQF Level 5 Consulting Arborist inspects the tree or site and identifies the assessment Council requires.

02

Report

We prepare the Council-ready documentation, from a single-tree report through to a full Arboricultural Impact Assessment.

03

Approval or Protection

We support the Council approval pathway, or prepare Tree Protection Plans and root investigations for retained trees.

04

Tree Work or Certification

Once approved we can undertake the removal or pruning, or act as Project Arborist through construction to certification.
