Council approval is generally required before removing or pruning a Protected Tree in Liverpool, unless a specific exemption applies. Where a proposed development may affect existing trees, additional considerations such as Tree Protection Zones and Structural Root Zones apply, and an Arboricultural Impact Assessment may be required as part of the Development Application.

How We Help

Tree removal and pruning: assess, report, approval, tree work. Development: assess, report, protect, certify.

01

Assess

Our Consulting Arborists assess the tree or site and identify the assessment Council requires.

02

Report

We prepare the required AQF Level 5 documentation, from a single-tree report to a full AIA.

03

Approval or Protection

We support the approval pathway, or prepare Tree Protection Plans and root investigations for retained trees.

04

Tree Work or Certification

Once any necessary approval has been obtained, we can undertake the approved removal or pruning, or certify through construction.

Liverpool City Council Tree Requirements

Council approval is generally required before removing or pruning a Protected Tree in Liverpool, unless a specific exemption applies. Reports must be prepared by a suitably qualified Consultant Arborist. Liverpool's Tree Policy states Council will only accept a Tree Report prepared by a Consultant Arborist, defined as a professional holding an AQF Level 5, Diploma of Horticulture (Arboriculture).

  • What is a Protected Tree in Liverpool?Under Liverpool City Council's Tree Policy (adopted 10 December 2024), a tree is a woody perennial plant greater than 5 metres tall with a trunk diameter of at least 140mm measured 1.4 metres above ground, or with a canopy spread greater than 4 metres. Any one of these thresholds is enough to qualify. A Protected Tree is a tree meeting this definition on private land, unless listed as an exempt species, or any tree at all on public land.
  • When is approval not required?Approval is not required for trees on private land in four situations: pruning branches within one metre of power lines servicing the property, removing dead branches, work to a tree listed in Council's exempt species list, and qualifying work under the NSW Rural Fire Service 10/50 Code within a designated 10/50 vegetation entitlement clearing area.
  • Can I remove a tree within 3 metres of my house?Council will consider a Tree Permit for removal where the main trunk or stem is within three metres of an approved dwelling, garage or in-ground pool. This is a factor Council will consider, not an automatic exemption. The applicable approval pathway should be confirmed before removal.
  • What does Council consider when assessing an application?Council weighs tree health and structural integrity, damage to structures or services, target area and frequency of use, visual prominence, historical and habitat significance, practical alternatives to removal, and whether the tree was planted by the current owner rather than required by a development consent.
  • How many replacement trees are required?Liverpool's Tree Policy establishes a minimum 3:1 replacement objective for removed Protected Trees, where feasible, using appropriate pot sizes.
  • Does this cover all vegetation clearing? No. Liverpool's Tree Policy, Tree Management Strategy and Technical Guidelines do not cover broad-scale land clearing or vegetation that does not meet Council's tree definition. Other legislation, including the Biodiversity Conservation Act 2016, may apply separately, which is particularly relevant for rural and Aerotropolis land.
